Article 2. Fences
The purpose of this article is to regulate the placement, erection, materials, type, height, composition, and location of fences on private property in the city to ensure safe sight lines and to minimize the potential negative visual impact or hazards of high or unsightly fences.

No permit is required to construct or repair yard or lot fencing or a decorative landscape wall.

Fences can be no more than 6 feet in height. Open, solid, wood, decorative, or visually solid fences are permitted. Materials may be wood, chain link, plastic, vinyl, or metal. All fences must be maintained in good and sound condition, free of damage, breaks or missing structural members. Vegetation adjacent to the fence must be maintained in good condition or trimmed as appropriate or otherwise required by city ordinance.

Fences on property that are at the intersection of two streets must allow for adequate sight distance. The suggested sight distance radius shall be 45 feet. The sight distance radius shall be free of any fence higher than 3 feet. A distance of 3 feet off of the street on any street facing yard is recommended to protect the fence during the process of snow removal. If a fence is placed on the property line on a street facing yard, damage to the fence due to plow blades, or removed snow will not be the responsibility of the City of Quinter.

Fences are permitted in utility easements located in the side yard and/or rear yard. If a rear yard has alley access for utility service, the setback from the rear of the property shall be 10 feet from rear property line. Placement of a fence in the utility easement on other sides is at the risk of the property owner as neither the City of Quinter nor any utility companies have no responsibility for repair of any fence damaged by utility construction or maintenance activities on the property.
